Shuto is a highly salted, fermented paste produced from the raw stomach and intestines of skipjack tuna. While the skipjack variety is traditional, there are massive variations. Maguro shuto uses the guts of standard tuna, resulting in a much milder, sweeter profile that lacks the sharp bitterness found in the skipjack version. Other common iterations harvest the internal organs from salmon, sea bream, or Pacific saury to create entirely different savory profiles. Making the paste requires a massive volume of raw material, demanding the organs of thirty to forty distinct fish to generate just one single kilogram of the final product. The extracted stomachs and intestines are rigorously washed in water, chopped into fine pieces, and buried in heavy salt. This mixture sits and ferments for six months to a full year, slowly breaking down into a thick, savory mash. To soften the intense salinity, sweet mirin, sugar, honey, or clear alcohol are occasionally poured into the aging barrels. Shuto is eaten in tiny bites alongside alcohol. Small amounts are scooped onto hot white rice, mixed into tea-steeped rice called ochazuke, or blended directly into soft cream cheese to create a spreadable snack. The salty mash also serves as a potent seasoning, frequently stirred into hot pasta, tossed with fried rice, spooned over boiled potatoes, or used as a savory pizza topping. Shuto dates back to the Edo period and the Kochi and Kagoshima prefectures. A widespread historical account suggests that Yamanouchi Toyosuke, the twelfth lord of the Tosa domain, officially coined the name. Translating literally to "sake thief," the title reflects the belief that the paste is perfectly suited for alcohol consumption, prompting an individual to drink their supply so rapidly that they are forced to steal more just to continue eating the salty snack.
